## Description
Public prisons are overcrowded, so private prisons are called to answer this challenge. There is a new type of prison with a 0% recidivism rate - none of its visitors ever harm society again. It's a concentration camp on an isolated island where prisoners have no rights but to obediently follow any director orders.

### Isogai Kaori (磯貝 香織)
Charged with serial robbery. Sentence is six years with no probation.

Prisoner number 652.

A female detective who has come to check on an inmate and look for her missing sister. The charges are trumped up and she is hiding her identity to go undercover.

The protagonist receives information from her connection to the police force, and her true identity is revealed. Shei is a sisterly character with a passionate sense of justice. She bites at the protagonist at every turn.

She fiercely resists, but when her sister is mentioned, she is unable to resist.
