When Elias asked this question, Oliver thought it to be nothing more than small talk.  After all, vampires existed, so who could say that ghosts don't? Unfortunately for him, life always seemed to love giving him bad surprises; not only did ghosts exist, but the one he encountered didn't seem all that friendly.
