## Description
The dwindling number of children due to declining birth rates was a problem, but people continued on with their lives with only a slight concern. However, the world gradually began to notice an unusual phenomenon: no boys were being born. At first, people were optimistic that it was just a coincidence, but the birth rate for boys rapidly declined year by year. Before long, it was at 1 boy per 8585 births, and it was not an unusual sight to find only one male within each city. The day of human extinction draws closer….

Then, a boy genius Touma was born. With unparalleled intelligence, he was labelled as a child prodigy who would ultimately save the human race. As the years pass, he skipped many grades and graduated from university, running for and becoming the youngest member of the Diet. Standing in the packed assembly hall, he proclaimed that in order to save the nation and the human race, there must be change: the introduction of the free sex licence!
